Application

This unit describes a participant’s skills and knowledge required to implement a site waste and by-product management plan in the Coal and Metalliferous mining and Extractive.

This unit is appropriate for those working in management or technical specialist roles.

Elements and Performance Criteria

1. Plan and prepare site waste and by-product management plan implementation

1.1 Access, interpret and apply site waste and by-product management plan documentation and ensure the work activity is compliant

1.2 Identify and document needs, quantity, quality, source and means of treatment of waste and by-product for production needs of the site

1.3 Investigate, obtain and maintain all appropriate licences

1.4 Ensure the water quality and water-course and ground water contamination are monitored and recorded

1.5 Ensure site treatment works for contaminated drainage or development/processing waters are designed and located to satisfy requirements

1.6 Establish management systems with appropriate inlet/outlet works and means of improving the natural settlement process

1.7 Plan and organise work schedules for operational best practice associated with managements systems and water quality specifications

2. Maintain tailing, waste and by-products disposal and water recycling operations

2.1 Ensure site water is treated for reuse in operations to meet environmental and quality standards efficiently

2.2 Undertake and record regular inspections of the water recycling system

2.3 Arrange audits of the water recycling system by internal/external auditors

2.4 Plan, organise and supervise the reuse or management of tailings, waste and by-products

3. Construct and maintain dam systems

3.1 Plan and incorporate short and long term dam requirements into the site management plan

3.2 Ensure the design and construction of dam systems meets requirements

3.3 Undertake and document regular inspections of dams

3.4 Ensure techniques to minimise and/or recycle tailings are incorporated into dam construction

3.5 Encourage safe work practices

3.6 Ensure best practice techniques in the design and construction of dams are considered and incorporated and ensure dams meet all relevant requirements

3.7 Ensure the de-commissioning of dams is undertaken and the necessary approvals are attained

Evidence of Performance

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements the requirements, procedures and techniques for the safe, effective and efficient implementation of site waste and by-product management plans including:

researching waste and by-product requirements

monitoring, appraising and reporting on operations

management of people and processes

preparation of capital equipment proposal

applying operating budget preparation requirements

analysing and reviewing systems

implementing projects and tasks management

coordinating resources – human, financial and physical

applying equipment and maintenance systems management

evaluating new and used equipment

applying operating cost controls

applying performance audits

identifying and applying tender specifications

applying negotiation techniques and contract finalisation

implementing change management

identifying, accessing and using appropriate technologies

management report preparation and presentation

demonstrates completion of the implementation of site waste and by-product management plans that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

investigating, obtaining and maintaining licences

completing the design and location process for site treatment works

identifying, designing and implementing management systems to improve natural settlement process

identifying, documenting and communicating work schedules

completing site water treatment for reuse

scheduling, completing and recording inspections of the water recycling systems and dams

identifying, appraising and using techniques for the design and construction of dams


Evidence of Knowledge

The candidate must demonstrate knowledge in implementing a site waste and by-product management plan through:

identifying and complying with mine site operations

identifying mine site products and services

identifying mine site plant and equipment

identifying and applying team management techniques


Assessment Conditions

An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,

this unit must be assessed in the context of this sector’s work environment; and,

this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,

assessment may be conducted in conjunction with the assessment of other Units of Competency; and,

assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,

assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,

where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,

assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
